【摘要】 目的 探讨研究医疗安全管理信息在医院中应用作用。方法 以医院的医疗安全隐患的实例，设置医疗安全监管系统，以全生存周期理论和IPO建模方法，研制医疗隐患处理的四个结构模型模块。结果 研制出医疗信息管理系统，集成构架的医疗安全管理系统、争议评估系统、协议处置系统和案例分析处理系统的四位一体结构模块，并在医院管理实施中运用。结论 本研究在医院管理中应用，能及时发现医院医疗安全隐患，能及时发现潜在医疗纠纷问题，能及时妥善解决医疗纠纷，并在实际应用中取得了理想效果，有推广应用的价值。

【Abstract】 Objective To explore application study of medical safetyinformation engineering in the hospital. Methods Examples can choose the medical security hidden danger in hospital，which was set up medical complaint as a main line ; According to all survival cycles theory and IOP modeling method,which can devise four layers of structure of the model with the medical disputes. Results It was set up medical safetyinformation of the hospital medical disputes that there was structure model of fourinone，they were including medical complaint handling system、medical disputes handling system、medical protocol handling system and medical dossier handling system，they can used actually in the hospital management. Conclusion This application research actually in hospital management，which can be found in medical disputes and solve existing problems、handle medical disputes and achieved good effect，it is worth clinical popularizing.

在医疗卫生事业迅猛发展当下和医疗规章制度改革完善的不断深入，人们的法律意识正在不断地增强，尤其是维权意识、自我保护的意识或者说讨个说法的意识油然而生，导致了医院医疗安全事件或纠纷不断攀升，近些年来由于媒体介入和老百姓的维权与自我保护意识提高，医院与患者之间的医疗纠纷问题或矛盾不断上升，使得医院医疗安全隐患或医疗安全纠纷成为医院最为聚焦的热点问题、棘手问题。
针对医患医疗纠纷问题，本研究调查了国内外相关文献，由国外文献报告[1]国际上一些国家在处理医院医疗安全纠纷所采取的形式主要有三种：①庭外调解；②司法解决；③政府直接干预。有学者分析指出[2]当出现医患双方医疗纠纷采用一种诉讼替代形式，委托代理机构，让当事人委托医疗机构终裁委员会调查处理，以便妥善解决医疗安全民事纠纷事件；有作者研究发现[3]对医院医疗安全事件因果关系的关联问题节点进行剖析分析，寻找医疗纠纷原因，深入探讨防范措施，努力妥善处置出现的医院医患双方纠纷问题；有作者研究报道[4]医院医疗安全信息工程的系统的健全和运用情况好与坏，直接控制和监督医院管理的医疗安全质量好与坏。因此，国际上特别注重建立健全医院医疗安全信息工程系统和运用情况，注重医院医疗安全信息系统的直接控制与质量监督 ......
